Great question - yes wiki is the best place for documentation, as for discussions - why not keep them on the forum? In my experience with wikis I find that they tend to attract much less participation than forums - especially like this one.
So maybe we can use this forum as a place to collect initial information (Q&A forum is a great tool for this task IMO) and then migrate things to the wiki as something meaningful crystallizes (and cross-link corresponding wiki and forum pages).
At the same time - if you feel like it - sure go ahead and edit wiki right away.
The page you're mentioning seems to be ripe for wikification :). I'll start edit wiki more actively too - thanks for pushing the wiki setup!
