For now please change the file manually at:

askbot/skins/default/media/images/logo.gif

It is not yet possible to upload one from the user interface - this is on TODO list and will be fixed with release 0.6.7 0.6.8 (current is 0.6.6). Release 0.6.7 will include user moderation.

If you've installed askbot system-wide (in your Python's site-packages), the manual logo replacement will have a side-effect that the logo will be the same in all askbot instances that are run from that machine. This limitation will be removed with the next release.
