Hello, the license is GPL3, where the main provision is that when you plan to distribute derivative software, it must be distributed together with the code in open source. In addition, the copyright notices it the files should not be removed.
Anyone can, however host a (public or an intranet) service based on a closed source fork as long as the software itself is not copied outside of your or your company's computers. That is allowed under the terms of the license - even though the text is not explicit about it. So you are welcome to hack the program and adapt it to your own needs.
GPL3 is similar to version 2, with one extra "string" attached that the term "distribution" also applies to the cases where the software is embedded into devices that are sold or given to others. In those cases the source code must be open also.
Askbot is GPL3 is because authors of the parent project - CNPROG chose GPL3.
