add administrators via web interface
Currently, it is a command line driven process to add someone as a admin and it requires jumping through hoops a bit (finding out the id in the db etc) and I would prefer if the process was much more easier. Here is a proposal
The first person logs in via the web interface is automatically designated as the admin
The admin is allowed to add others as admin via the gui in the exact workflow as admins are allowed to add others as moderators
That's it.
