Is there a way to set a default karma level on new users

I am getting ready to implement a Q&A site, and I want any new user to have the ability to upload files. However, Askbot is saying file uploading requires karma > 10.

Or, alternatively, is there a config file where I can remove these restrictions?

At this point you can set all different types of karma threshold limits Upvote, Downvote, Answer own question immediately, Accept own answer, Accept any answer, Flag offensive, Leave comments, Delete comments posted by others, Delete questions and answers posted by others, Upload files, Insert clickable links, Insert link suggestions as plain text, Close own questions, Retag questions posted by other people, Reopen own questions, Edit community wiki posts, Edit posts authored by other people, View offensive flags, Close questions asked by others, Lock posts, Post answers and comments by email, Trigger email notifications,

Once you know where to look, it really isn't that hard.
